Along with the improvement of people's living standards. A car per capita has increased which leads to many traffic congestion. Intelligent transportation system based on video image processing technology moves target detection method by using computer vision. Pattern recognition technology can be easily collected traffic data and real-time transmission to the reasonable channel traffic command center. Based on this, road will be more effectively which will solve the traffic congestion. This paper uses the background difference method to extract moving object in video. Using RGB shadow suppression method to remove shadows moving target and moving target information collected so as to improve the accuracy of motion target detection. On this basis, the virtual window is used for total window of moving targets which is set in the middle of the road. This paper sets up the hardware platform and software programming.

Development and Performance Evaluation of Manually Operated Cono-Weeder for Paddy Crop

Weeding in wetland paddy is largely done by hand weeder "Khurpi" in middle Gujarat region. Another method is the use of mechanical weeders. Study was conducted to know the design features of manually operated weeders for paddy weeding. The results of the study revealed that japanese paddy weeder required more numbers of labours and incorporation of weeds into the soil, aeration to the root zone of crop and churning capacity was found very poor than TNAU conoweeder. Even though, it was found drudgerious, time consuming and faced operational instability with frequent clogging of soil around weeding cone and blades. To offset this problem, cono-weeder was developed considering different design parameters. Serrated bladed weeding unit of 100 mm cone diameter and 30° blade angle was chosen and it was fabricated from standard materials. The comparison of the performance in terms of different dependent parameters was carried out by field experiment in three replications. It was ergonomically evaluated to calculate physiological work load and its suitability in the region. The results of the experiment revealed that the developed cono-weeder was found more suitable for paddy weeding due to highest weeding efficiency 87.77 %, field capacity 0.026 ha h-1 and maximum soil volume disturbed 6.49 m3 h-1. Plant damage, numbers of clogging and cost of operation were found lower as 4.58 %, 3 and 1107.90 R ha-1 respectively than TNAU conoweeder. The overall performance of equipment can be computed in term of performance index which was found highest as 2300 of the developed cono-weeder. The effect of equipment on crop growth parameters was found non-significant. The working heart rate for male and female subjects were observed higher as 148 beats min-1 and 152 beats min-1 respectively for weeding with TNAU conoweeder as compared the developed cono-weeder. The average energy expenditure rate of male and female subjects for weeding by developed cono-weeder were calculated as 16.86 kJ min-1 and 17.82 kJ min-1 which was less than TNAU conoweeder. Thus, the work with the developed cono-weeder falls under moderate heavy work, which is under acceptable limits of male and female subjects (100-120 beats min-1) in wetland weeding operation.

Paotere port is better known as the traditional port surviving, but it remains to be excellent as a commercial center for residents of coastal and islands in the South Sulawesi. The port is functioning for passengers and unloads a variety of basic necessities obtained from Makassar. The aims of this study develop the concept of development with all the trimmings at the folkport area as a tourist ports. The analysis used for developing a folkport of Paotere as a tourport, the analysis of the carrying capacity of the facility, the port area of activity analysis, the analysis of the accessibility of the port area and the analysis of the integration of the port area. The results showed that the Port of Paotere, a unique port area, the results showed that the Port of Paotere, a unique port area, But in this region has not been supported by the facility and adequate accessibility and yet integrated functionality Paotere Port area with the surrounding area.

Priority Handling Traffic Jams on Majene Axis Road of Campalagian Market in Polewali Mandar. This study aimed to analyze the level of service and the policy directions to the road ahead, knowing factors influence the chaos and traffic jams, using field data, secondary and interview. Data analyzed by Road Service Level Analysis and the AHP. The result showed the level of service at the level of the way C is a steady flow, the speed is controlled by traffic volume with the degree of saturation (DS = 0.76), exceeding the threshold of good road performance. Priority handling traffic jam on Majene Axis Road to do with the arrangement of the Market Area.

The Development of the Logistic Transportation Network to Support the Regional Development of the Hinterland of Kolaka Regency. This study aims to analyze the demand for transportation of logistic, knowing the network infrastructures and explain the logistic transport network development strategy, using secondary data and interviews. Using the method of analysis of the origin-destination is simple regression and SWOT. The results showed that the transportation demand of the entring logistics is a results industries, building materials, logistics of basic needs of local communities and the hinterland. The logistic out is the result of the local region's natural resources and hinterland. Of the projected sea port infrastructure was inadequate for the needs until 2018. The priority development of the logistic transport networks is to improve services to the port infrastructure as the central node out of the logistic and an increase in the classification of the road to the hinterland.

The aims of this study were (1) to analyze the effectiveness and efficiency of development system of Sukarno Hatta Port, (2) to analyze the development needs of Sukarno Hatta container Port to implement the concept of archipelago pendulum; and (3) to analyze the development strategy of Makassar container port as pendulun of archipelago. The method used in this research was SWOT matrix that concerned analysis of strengths, weaknesses, opportunities, and threats. This method was used to obtain a balance between internal and external capabilities. The results show that the short-time impact of the program of Makassar port as pendulun of archipelago is to resolve the problem of congested flow of loading and unloading traffic. In the long term, it shows that the program has great contribution to the economy of Makassar South Sulawesi through the economic scale of ship in general as well as extension of port competitive position. However, the development will have negative impact for the liner ship industry that has yet no ship container as Panamax level. Other negative impact includes certainty of decrease in the logistic cost that still depends on readiness essential that the development strategy of Makassar port to have an orientation of infrastructure development for large container ship supported by professional logistic staff without employment of private operator. In addition, the development system needs to facilities the decrease of logistic tariff to overcome the treat of economic sluggishness. It is important for the port to account for as the open gate for various currencies as a means of tariff and transaction determination in order to achieve a balanced economic and logistic cost.

The Understanding of Crews about Safety on Tanker Vessels

This research aimed to investigate the knowledge levels of the crews about the safety equipments on tanker vessel; to investigate the application of the safety procedures on tanker vessels; to investigate the vessels of understanding about the safety as seen from the aspects of age, education, and experience. The research was conducted on tanker vessels which were sailing in Indonesian territory. The methods used were the spot survey and interviews using questionnaires with 25 crews of the vessel as respondents. The data were analyzed using a quantitative analysis in order to determine the mean values of the geometrics, which were continued with the cross tab test and correlation test using SPSS. The research results indicated that the crews understanding about the safety on board of the tanker vessels showed a close correlation with the three aspects the experience, education, and age.

Logistics of Off-Shore Transportation of Compressed Natural Gas

Thenatural gas is becoming a very attractive source of energy, with its share in global consumption expected to increase dramatically over the next two decades. However, the gas markets are normally far away from production fields. There are many possible technologies of transporting gas from production fields to consumers but off-shore transportation of Compressed Natural Gas has emerged as an outstanding alternative to Liquefied Natural Gas. To make a marine CNG project economically attractive, it is very necessary to optimize the transportational expenses. In this paper, a decision-based scheme is developed to improve the competitiveness and efficiency of marine CNG shipping. The main focus is to minimize the total transportation distance from one production source to multiple recipients. The reduction in distance, in turn, minimizes the transportational cost. This goal has been achieved by using Milk-Run pattern of CNG distribution and Dijkstra's Algorithm has been applied to calculate the shortest distance from one production source to several recipients. The calculations show that the proposed algorithm efficiently minimizes the travel distance up to 30%. This algorithm has been successfully tested at Sakhalin-II natural gas production field in Russia. The Milk-Run scheme of CNG distribution involves a large number of iterations and complex calculations. To make the work quicker and easier, a C++ tool has been developed in this project.
